What "not on GamStop" actually means
GamStop is the free national self-exclusion service for gambling businesses licensed by the UK Gambling Commission, which regulates gambling in Great Britain (not Northern Ireland, which has its own rules). A site that is not on GamStop is generally licensed elsewhere, often under an overseas gambling licence, and so is not bound by the UKGC's rules.
That has practical consequences:
